 FAA rules for logging hood time as a safety pilot.

In a nut shell...

A safety pilot needs to have the category and class of the aircraft being flown (single engine/land) and a current medical. However, if the safety pilot also has the endorsements (high performance, tail wheel, etc.), required for the aircraft being flown, they can also log PIC time. Only the pilot performing the entire flight, takeoff and landing, can log the cross country time. 

Sharing hood time is the least expensive way to log time toward higher ratings.  Note, Instrument requires 40 hrs of hood time and 50 hrs of cross country. Commercial requires 50 hrs of cross country and 100 hrs of PIC. It also requires 250 hrs of total time. Being a safety pilot is an economic way to build time towards those 250 hrs! Going further onto ATP, there are 1500 total hrs required. This requires 500 hrs of cross country and 75 hrs of instrument/hood time. Aside for those, building time as a safety pilot will help you reach your hrs quickly in a fun, and low cost way!
